Fake authentication

It is possible to configure certain personal numbers to be able to skip authentication to BankID if the flag "fake=true" is sent by the relying party. This can be used for automated tests. The personal number must be part of Skatteverket's list of test personal numbers. An example of this is "201701012393", which is used here.
